Description

Primary Objective:
The primary objective of this position is to provide HS&S expertise for Enstor Gas operations, engineering, and construction projects across pipelines and natural gas storage. Support the HS&S Manager in developing and enforcing safety programs, ensuring compliance with federal, state, and local requirements, including OSHA 1910 and 1926.

Responsibilities / Duties:

  • Perform inspections, accident/incident investigations, track safety and security performance statistics, and prepare reports as required. Provide regular communication to management regarding health, safety, & security issues and performance to ensure that relevant issues are quickly and appropriately addressed.
  • Monitors existing and proposed legislative and regulatory text to determine their HS&S impact on operations and construction. Assist in the development, update, and coordinate implementation of written health, safety, and security programs to ensure continued compliance. Leads in the development, implementation, and administration of plant safety, construction safety and OSHA programs with the operations and engineering & construction organizations to meet Corporate and General Safety & Occupational Health PSG’s (Policies, Standards, and Guidelines).
  • Contribute to the development of the organization’s overall strategic plan with a focus on integrating compliance goals and initiatives.
  • Coordinate with company operations management, project managers, construction managers, and contractor representatives on issues of HS&S programs, compliance with regulatory and contractual requirements, and overall project HS&S.
  • Provide HS&S input and grading for contractor selection on engineering & construction projects. Review contractor HS&S plans, programs, and other documentation to ensure consistency with contract terms and conditions; and compliance with federal, state, and local laws and regulations. Monitor contractors and subcontractors for compliance with health, safety, and security regulations and project guidelines. Identify issues that could impact project from an HS&S compliance perspective and coordinate with project management to develop strategies to address and resolve these issues.
  • Serve as the OSHA, TSA, and CISA subject matter expert (SME).
  • Work directly with compliance personnel to assure facilities are in compliance with regulatory requirements.
  • Lead incident investigations, reporting, record-keeping, and metrics according to corporate guidelines. Ensure corrective actions are taken to fulfill regulatory compliance. Interface with regulatory agency representatives and assist in making any required reports or notices to regulatory agencies.
  • Performs other duties as assigned.

Qualifications

Qualifications:

  • 4-year degree in related field; OR 3+ years of OSHA, TSA, and CISA program management and construction. Strong knowledge of energy industry safety regulations, especially for natural gas storage and pipelines. Understanding of U.S. regulatory requirements.
  • Advanced computer skills in project management and office software
  • Strong communication and presentation abilities
  • Well-developed interpersonal and negotiation skills
  • Manage complex issues independently
  • Self-starter with minimal supervision needed

Physical Requirements of the role:

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Frequent field visits to industrial settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
  • Ability to work in extreme weather conditions (e.g., heat >90°F, cold <20°F, snow, hail, mud, wet, tornadoes, hurricanes, etc.).
  • Willingness and ability to travel as needed 30%+ of the time, including some short and long-term assignments.
